The women represents the false church that was very powerful and ruled over many nations. The seven heads and ten horns are a description of the antichrist. The beast will gain power from that church system.

The seven heads represent the seven mountains of which the city of Rome is built. The false church is based there.

The beast will be one of the seven that sit on the throne of the Roman empire.

The ten kings are the nations of the European Community (Daniel 7). The European community will give their power to the antichrist.

Rome will come to prominence again when the antichrist reigns.
